• Authorizes notaries public in Hawaii to perform remote online notarizations using communication technology (audio and video conferencing) without the notary and individual being physically present together.

• Requires notaries to verify the principal's identity through personal knowledge, credential analysis combined with identity proofing (knowledge-based quiz), or oath of a credible witness.

• Mandates notaries maintain a tamper-evident electronic journal and audio-visual recording of each remote notarization, retained for at least 10 years, and use electronic signatures and seals compliant with X.509 digital certificate standards.

• Allows notaries to charge up to $25 per remote notarization and permits remote online notarizations for individuals located anywhere in the United States or outside the U.S. if the document relates to U.S. jurisdiction matters.
