Authorizes the Department of Land and Natural Resources to establish commercial marine vessel licenses that cover all persons aboard a fishing vessel under a single license, eliminating the need for individual crew member licenses.

Clarifies that the commercial marine license requirement applies to any person providing fishing charter services, regardless of whether services are vessel-based or shore-based.

Exempts commercial marine licenses from licensing sanctions related to student loan defaults by removing provisions that condition license issuance on student loan repayment status.

Allows a valid commercial marine vessel license to satisfy the licensure requirement for all persons taking marine life for commercial purposes aboard the validly-licensed vessel.

Effective date: July 1, 2050.
