Establishes a child abuse investigation unit within the department of the attorney general to investigate child abuse cases upon referral from courts, law enforcement, prosecutors, or state departments.

Enacts the Uniform Child Witness Testimony by Alternative Methods Act, allowing courts to permit child witnesses under 18 to testify outside open court, away from the defendant, or using alternative methods to reduce emotional distress.

Grants the department of the attorney general authority to intervene and investigate circumstances in family court adjudications involving child abuse.

Requires courts to prioritize child abuse cases on the docket and ensure trials commence within 12 months of charges, with limits of no more than three continuances permitted and sanctions imposed against unprepared defense attorneys.

Mandates courts consider the age and well-being of minor victims and witnesses when deciding whether to grant continuances in proceedings involving physical abuse of minors.
