Amends Hawaii Revised Statutes Section 444-8(c) to allow specialty contractors acting as subcontractors to perform work outside their licensed specialty only if such work is incidental and supplemental to their primary licensed work.

Prohibits specialty contractors from performing any incidental and supplemental work outside their licensure on projects requiring the seal or stamp of a licensed structural engineer.

Designates seven specialty contractor types whose work cannot be considered incidental and supplemental: carpentry framing, masonry, pile driving/foundation, post tensioning, reinforcing steel, structural steel, and welding contractors.

Defines "professional engineer" by reference to Hawaii Revised Statutes Section 464-1.

Takes effect on January 1, 2050.
