Prohibits operation of refuse collection vehicles within residential zones or within 100 feet of residential zones in urban districts, except between 7:00 a.m. and 10:00 p.m. on weekdays and Saturdays, and 8:00 a.m. to 10:00 p.m. on Sundays and state or federal holidays.

Establishes a $500 fine for each violation of the refuse collection vehicle restrictions.

Allows counties to establish more stringent regulations than state requirements, with the more restrictive rules applying in cases of conflict.

Defines "refuse collection vehicle" as any industrial vehicle with a gross vehicle weight rating greater than a specified amount used to collect and transport garbage or refuse.

Takes effect July 1, 2019.
