Amends Hawaii Revised Statutes Section 444-2 to add a new exemption (11) from contractor licensing requirements for eleemosynary organizations certified as tax-exempt under Internal Revenue Code sections 501(c)(1) or 501(c)(3)

Exemption applies only to public works projects or operations involving installation or maintenance of mooring systems for vessels under one hundred gross tons

Requires the Contractors Board to determine that the project does not pose potential danger to public health, safety, or welfare and that the organization has performed the same or substantially similar projects for at least ten consecutive years

Requires the procurer of the contract to deem the project necessary and in the public interest

Effective July 1, 2050
