Department of Human Services must print the beneficiary's name (or parent/guardian name if beneficiary is a minor or incapacitated) on each electronic benefits transfer card.

Vendors are prohibited from allowing use of an electronic benefits transfer card unless the cardholder presents photo identification with a name matching the name printed on the card, to the extent allowed by federal law.

Department shall adopt rules under chapter 91 to implement these requirements.

Defines "photo identification" as a government-issued identification card or document containing the person's name and photograph.

Takes effect upon approval.
