Establishes the Ocean-friendly Capitol Program administered by the state capitol management committee with support from the department of accounting and general services to encourage State Capitol offices to adopt ocean-friendly practices.

Participating offices receive stickers designating them as "ocean-friendly" upon committing to six mandatory practices: no expanded polystyrene, no single-use plastic bottles or coffee pods, no plastic straws/stirrers (except for disability accommodations), proper recycling adherence, reusable or compostable tableware only, and no plastic bags.

Participants must also commit to at least two of seven optional practices including reusable kitchenware, sustainable commuting methods, vegetarian/vegan meal options, sustainable seafood service, water conservation measures, energy efficiency upgrades, and paperless office practices.

Appropriates unspecified funds for fiscal years 2019-2020 and 2020-2021 for ocean-friendly installations including compost bins, recycling bins, mini-dishwashers, appliance upgrades, water fountain upgrades with bottle-filling stations, and recycled paper products.

Effective date of July 1, 2100.
