Requires the Department of Land and Natural Resources to develop a master plan for expanding public access to the shoreline in south Maui, particularly to state-owned land, in collaboration with the south Maui county councilmember, Kihei Community Association, and 'Aha Moku O Kula Makai.

Establishes that public access to Hawaii's shorelines is a common law right that includes transit along the shoreline and within beach transit corridors.

Directs the Department of Land and Natural Resources to submit the completed master plan and any proposed legislation to the legislature no later than twenty days before the regular 2020 session convenes.

Appropriates funds from the state general revenues for fiscal year 2019-2020 to develop the master plan (specific dollar amount blank in bill text).

Takes effect on July 1, 2019.
