Requires health inspectors to educate food establishments about food donation liability protections under Chapter 145D during the inspection process and mandates the department publish materials explaining liability exceptions.

Expands liability protection to include donation of perishable and nonperishable food from institutions complying with commercial food safety requirements if the donor reasonably believes the food is fit for human consumption.

Clarifies that donors and charitable organizations receiving donated food in good faith are exempt from civil and criminal liability for injuries resulting from donated food, except in cases of gross negligence or wanton acts or omissions.

Amends Section 663-10.6 to specify that donors of goods, materials, or services to charitable organizations are exempt from civil liability for injuries resulting from donations, except for gross negligence or wanton acts or omissions.

Takes effect July 1, 2019.
