Appropriates $15,000,000 for fiscal year 2019-2020 and $15,000,000 for fiscal year 2020-2021 to acquire property identified as tax map key number (1)9-2-001:011-0000, provided the purchase price does not exceed the appropriated amount.

Directs the Agribusiness Development Corporation to expend the appropriated funds for the purpose of acquiring the specified property.

Establishes that the Act fulfills the State's constitutional duty under Article XI, Section 3 to conserve and protect agricultural lands, promote diversified agriculture, and increase agricultural self-sufficiency.

Takes effect on July 1, 2019.
