Office of Planning must study land subdivision and condominium property regime laws in consultation with the Land Use Commission, Real Estate Commission, and Honolulu Department of Planning and Permitting.

Study shall determine whether laws contain ambiguities, omissions, or deficiencies that could allow landowners to develop land contrary to legislative intent, particularly as these laws interact with county zoning ordinances.

Office of Planning must conduct a public hearing to gather information from the general public during the study.

Office of Planning shall submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2020 regular session.
