Amends Hawaii Revised Statutes Section 46-88(a) to exempt certain agricultural buildings and structures from building permit and code requirements if they do not exceed 1,000 square feet in floor area and are not used as dwellings or lodging units.

Adds steel and reinforced concrete to the list of acceptable materials for one-story farm buildings with a structural span of less than 25 feet, including barns, greenhouses, production buildings, and storage structures.

Allows agricultural shade cloth structures, cold frames, and greenhouses up to 20,000 square feet per structure with a minimum 15-foot horizontal separation between multiple structures.

Exempts aquacultural structures, livestock watering tanks, fences, raised beds, horticultural tables, and nonresidential indigenous Hawaiian hale up to 500 square feet for traditional agricultural activities.

Requires all exempt buildings and structures to comply with applicable state and county zoning codes; effective date July 1, 2050.
