Creates the International Moon Base Alliance, a committee comprised of representatives from governmental, industrial, and research institutions to guide development of a prototype moon base on the island of Hawaii.

Alliance membership includes Hawaii-based aerospace organizations, NASA, federal agencies (FAA, U.S. Pacific Command, U.S. Army Pacific Command), international space agencies, space advocacy organizations, major corporations in aerospace and related sectors, and the United Nations Office for Outer Space Affairs.

Requires the alliance to hold its first organizational teleconference by August 1, 2019, and present a strategic plan for prototype moon base development to the governor and legislature prior to the 2020 regular legislative session.

Appropriates an unspecified amount from general revenues for fiscal year 2019-2020 to be expended by the Office of Aerospace Development for the alliance's operations.

Effective date of July 1, 2112.
