Directs the Department of Human Services to establish and operate residential campgrounds for homeless individuals on undeveloped government lands located in industrial zones.

Requires campgrounds to provide designated campsites, secure storage, parking, public transportation access, cooking facilities, bathrooms, waste disposal, mailing addresses, supportive services, and an earnership volunteer program.

Mandates rules allowing admission without qualification based on space availability (except for safety threats), prohibiting eviction as punishment for rule violations unless the person poses danger to others, and permitting residents to live in tents, temporary structures, or automobiles.

Appropriates $1,000,000 for fiscal year 2019-2020 and $1,000,000 for fiscal year 2020-2021 to establish campgrounds and hire necessary staff.

Requires annual legislative reports beginning in 2020 detailing the number of campgrounds and residents, annual costs, types of support services offered, and information on residency duration and service utilization.
