Allows individuals and married couples filing joint returns to designate any portion of their state income tax refund to the Hawaiian home general loan fund established under the Hawaiian Homes Commission Act of 1920.

Requires the director of taxation to revise individual state income tax forms to include the designation option on the face of the return immediately above signature lines.

Permits taxpayers to make or amend designations on amended returns filed within twenty months and ten days after the original return due date, with no revocation allowed once made.

Applies to taxable years beginning after December 31, 2018.
