Clarifies that failure to register a firearm within the required five-day period does not eliminate the ongoing duty to register the firearm at a later date.

Allows firearm owners to register previously unregistered firearms without penalty if the violation is discovered solely due to the owner's late registration.

Amends penalties for violations of firearm registration requirements by exempting late registrations from petty misdemeanor charges when the owner voluntarily registers after the deadline.

Applies the same late-registration exemption to both arriving persons bringing firearms into Hawaii and persons acquiring firearms within the state under sections 134-3(a) and 134-3(b).

Takes effect upon approval.
