Appropriates $1,500,000 for fiscal year 2019-2020 and $1,500,000 for fiscal year 2020-2021 to continue and improve the coordinated statewide homeless initiative in Hawaii.

Requires the Department of Human Services to procure a master contractor to manage subcontracts and oversee expenditures for homeless services including diversion assistance and permanent housing placement.

Authorizes the master contractor to retain up to 15 percent in administrative fees from amounts paid under subcontracts.

Mandates the master contractor submit quarterly reports to House and Senate committees with jurisdiction over housing, homelessness, and human services.

Takes effect on July 1, 2019.
