Amends Section 134-9, Hawaii Revised Statutes to expand concealed and open carry pistol/revolver licenses from county-specific to statewide validity.

Permits the chief of police of the county where the applicant resides to issue licenses valid throughout the State rather than limiting them to the issuing county.

Extends the license expiration period from one year to five years from the date of issue.

Requires background checks using the National Instant Criminal Background Check System before license approval, including Immigration and Customs Enforcement databases for non-U.S. citizens.

Effective date: July 1, 2019.
