• Establishes a soil and water conservation districts special fund in the state treasury with separate subaccounts for each district organized under Hawaii Revised Statutes section 180-8.

• Requires all contributions, moneys, and funds received by each district to be deposited into that district's subaccount and expended only for the benefit of that district in conformity with Chapter 180.

• Provides that if two or more districts are consolidated under section 180-11, their corresponding subaccounts and funds shall be consolidated.

• Requires that if a district is discontinued under section 180-15, its subaccount shall be abolished and any unencumbered funds shall be deposited to the state general fund.

• Repeals existing language requiring district contributions and funds to be deposited to the credit of the state general fund.
