Amends Hawaii Revised Statutes Section 346-17.6(b) to add a fourth condition allowing minors to consent to no-cost emergency shelter and related services.

Adds provision that a minor may consent to emergency shelter if the provider is coordinating with child welfare services, in addition to the existing three conditions (inability to contact parent/guardian, parent/guardian refusal with risk of harm, or minor's refusal to provide contact information with risk of harm).

Changes the ending of condition (3) from a period to a semicolon followed by "or" to connect to the new condition (4).

Takes effect upon approval.
