Allocates funds from transient accommodations tax revenues to the Hawaii Tourism Authority to implement initiatives addressing homelessness in tourist and resort areas, in conjunction with the Hawaii Lodging and Tourism Association and the governor's coordinator on homelessness.

Requires private sector matching of funds on a dollar-for-dollar basis before any appropriated funds can be released.

Directs the Hawaii Tourism Authority to submit a report to the legislature at least 20 days before the 2020 regular session detailing current and planned homelessness initiatives, their costs, funding sources, and participating entities.

Appropriates funds from the tourism special fund for fiscal years 2019-2020 and 2020-2021 to support the homelessness initiatives (specific dollar amount left blank in bill text).

Effective date set for July 1, 2099.
