Office of Planning shall conduct a comprehensive study on the infrastructure of the Banyan Drive area on the Waiakea Peninsula on the island of Hawaii

Study must review current infrastructure condition, items needing repair or improvement, barriers to redevelopment, and recommendations to address identified barriers

Office of Planning must submit findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the 2020 regular legislative session

Appropriates unspecified general revenue funds for fiscal years 2019-2020 and 2020-2021 to the Office of Planning for conducting the study

Act takes effect on December 31, 2050
