Authorizes the Land Use Commission to amend, revise, or modify a decision and order granting a district boundary amendment if a petitioner or its successors/assigns fail to adhere to imposed conditions, regardless of whether substantial commencement of use has occurred.

Empowers the commission to assess administrative fines up to $50,000 per day plus enforcement costs against parties violating conditions or representations in a decision and order, until evidence of cure is provided.

Allows the commission, on its own motion or by any party or interested person, to issue an order to show cause regarding non-compliance with conditions involving infrastructure, environment, cultural resources, archaeological resources, or public trust doctrine.

Defines "substantial commencement" as completion of all required public improvements and infrastructure within and outside the project area, plus completed construction of twenty percent of private improvements that are usable or habitable.

Permits the commission to modify conditions or impose new conditions to ensure compliance and mitigate injury from failure to adhere to representations, even if substantial commencement has not occurred.
