Requires all new places of public accommodation and state building construction built or substantially modified after December 31, 2020 to provide baby diaper-changing accommodations equally accessible to men and women.

Establishments must provide either two separate baby diaper-changing stations (one accessible to women, one to men) or one shared station accessible to both on each floor with public restrooms.

Establishes hardship exemptions if no reasonable physical option exists for accommodations or if costs exceed 10% of the construction or modification costs.

Violations constitute unlawful discriminatory practices with private cause of action allowing injured persons to recover injunctive relief, attorney fees, court costs, and $100 in damages.

Effective January 1, 2021; enforcement through district courts rather than the Hawaii Civil Rights Commission.
