Establishes "Sara's Law" to grant circuit courts greater discretion in sentencing minors who are convicted of crimes against their traffickers or sexual abusers.

Applies when a minor's case has been waived from family court to circuit court and the court finds by clear and convincing evidence that the crime victim had trafficked or sexually assaulted the minor within one year before the offense.

Allows courts to depart from mandatory minimum sentences, suspend portions of sentences, or transfer the case back to juvenile/family court for adjudication.

Reflects legislative findings that an estimated 63,000 children are sexually abused annually in the United States and that trauma victims should be treated as victims rather than receive lengthy prison sentences for crimes against their abusers.
