Requires county agencies beginning January 1, 2020 to provide a minimum of 8 hours of domestic abuse intervention training to personnel whose job duties require or may require intervention in domestic abuse situations, including law enforcement officers, firefighters, and emergency medical services personnel.

Requires state agencies beginning January 1, 2020 to provide a minimum of 8 hours of domestic abuse intervention training to personnel whose job duties require or may require intervention in domestic abuse situations, including judges, attorneys, and court representatives involved in domestic abuse actions.

Defines "domestic abuse" by reference to section 586-1 of Hawaii Revised Statutes.

Takes effect on July 1, 2019.
