Amends Section 571-52.2(g) to authorize courts to impose fines up to $250 on employers who fail to comply with child support income assignment orders, in addition to liability for unpaid amounts.

Amends Section 576D-5(b) to increase the Child Support Enforcement Agency's annual fee from $25 to $35 per case and raises the collection threshold from $500 to $550 before the fee applies.

Amends Section 576E-16(c) to add authority for courts to impose fines up to $250 on employers who fail to comply with income withholding orders or fail to transmit withheld amounts to the agency.

Amends Section 576E-16(e) to replace misdemeanor penalties with fines up to $250 as determined by the court for employers who discriminate against or discipline employees based on child support withholding orders.

Takes effect January 1, 2059.
