Eliminates specific fee amounts for Hawaii Criminal Justice Data Center services, including the $20 fee for criminal history record checks, $10 for certified printouts, $25 for expungement applications, $10 for document certification, $15 for duplicate expungement certificates, and $15 for fingerprint sets.

Grants the Hawaii Criminal Justice Data Center and state and county criminal justice agencies authority to set and collect reasonable fees for services provided to non-criminal justice entities.

Requires that any fees assessed be reasonable and not constitute a barrier to justice.

Maintains that criminal justice agencies and state or county agencies using services for employment purposes remain exempt from fees.
