• Expands covered offender registration requirements to include defendants charged with covered offenses who are found unfit to proceed, acquitted due to mental or physical disease/disorder/defect, had charges dismissed on those grounds, or were involuntarily hospitalized and granted dismissal under section 706-607.

• Clarifies that persons designated as covered offenders, sex offenders, or offender against minors in other jurisdictions who establish residence in Hawaii must register and are subject to sex offender requirements and penalties.

• Authorizes criminal justice agencies (as defined in section 846-1) to access confidential registration information necessary to administer the covered offender registration program.

• Extends the registration framework to include federal, military, out-of-state, tribal, and foreign law equivalents for mental health-related dispositions.

• Takes effect upon approval.
