Increases civil monetary penalty amounts for false claims to the State from $5,500-$11,000 to $11,463-$22,927, effective for violations occurring after November 2, 2015, and assessments made after enactment.

Requires Hawaii's false claims penalties for 2020 and annually thereafter to match the Federal False Claims Act penalty amounts (31 U.S.C. § 3729) as adjusted by the U.S. Department of Justice for cost-of-living increases.

Maintains State eligibility for a ten-percentage-point increase in recovery share under Section 1909 of the Social Security Act by aligning penalties with federal false claims law requirements.

Applies the increased penalties to eight categories of prohibited conduct including presenting false claims, making false records, concealing property fraud, and conspiracy to commit these acts.
