Amends Chapter 28 of Hawaii Revised Statutes to add a new section authorizing the Attorney General to issue credentials to qualified law enforcement officers pursuant to the federal Law Enforcement Officers Safety Act of 2004 (18 U.S.C. section 926C).

Allows qualified law enforcement officers and retired officers to carry concealed firearms in Hawaii under the federal LEOSA provisions through the credential issuance program.

Grants the Attorney General authority to adopt, amend, and repeal rules for credential issuance without following Chapter 91 rulemaking requirements.

Takes effect July 1, 2050.
