H.B. 965 Summary

• Appropriates funds for fiscal biennium 2019-2021 to implement collective bargaining cost items negotiated with the exclusive representative of bargaining unit (1), with all appropriations currently set at -0- across general, special, federal, and other funds.

• Directs the director of finance to allot appropriated funds to respective state departments for expenditure, with the judiciary receiving allocations for administration (JUD 601) and the Hawaii Health Systems Corporation receiving allocations for corporate office (HTH 210).

• Provides salary increases and cost adjustments authorized by chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (1) members.

• Specifies that salary increases and cost adjustments for employees whose compensation is paid from federal, special, or other funds shall be paid proportionately from those respective funds.

• Establishes effective date of January 1, 2050, and requires any appropriated funds not expended or encumbered by June 30 of each fiscal year to lapse.
