• Appropriates funds for fiscal biennium 2019-2021 to implement collective bargaining cost items negotiated with bargaining unit (2), with allocations to state departments through the director of finance.

• Authorizes salary increases and cost adjustments for excluded state officers and employees who belong to the same compensation plans as bargaining unit (2) members, in accordance with chapter 89C, Hawaii Revised Statutes.

• Provides funding for judicial branch (administration) and Hawaii Health Systems Corporation to cover collective bargaining and excluded employee compensation adjustments for their respective bargaining unit (2) members.

• Requires salary increases and adjustments funded wholly or partially from federal, special, or other funds to be paid proportionately from those respective funds.

• Specifies that unencumbered funds as of June 30, 2020 and June 30, 2021 shall lapse, and the Act takes effect on January 1, 2050.
