• Allocates funding through collective bargaining statewide (BUF 102) for most state departments and through administration (JUD 601) for the judiciary, with specific breakouts for the Department of Education.

• Provides salary increases and other cost adjustments authorized by Hawaii Revised Statutes Chapter 89C for excluded state officers and employees in the same compensation plans as bargaining unit (3) members.

• Appropriates funds for Hawaii Health Systems Corporation employees in bargaining unit (3) and their excluded counterparts through special funds for the 2019-2021 biennium.
