• Allocates funds through multiple state departments including education, judiciary administration, and Hawaii health systems corporation for both bargaining unit (4) members and excluded state officers/employees in comparable compensation plans.

• Authorizes salary increases and cost adjustments for non-bargaining unit employees under chapter 89C, Hawaii Revised Statutes, who belong to the same compensation plans as bargaining unit (4) members.

• Requires that salary increases and cost adjustments be paid proportionately from the respective funding sources (federal, special, or other funds) that pay the employee's compensation.

• Provides that unexpended or unencumbered appropriations shall lapse on June 30, 2020, and June 30, 2021, and takes effect on January 1, 2050.
