Appropriates funds for fiscal biennium 2019-2021 to collective bargaining statewide (BUF 102) for all collective bargaining cost items in the agreement negotiated with the exclusive representative of collective bargaining unit (5), with all funding sources showing zero appropriation for both FY 2019-2020 and FY 2020-2021.

Appropriates funds for fiscal biennium 2019-2021 for salary increases and other cost adjustments authorized by chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (5) members, with all funding sources showing zero appropriation for both fiscal years.

Director of Finance shall allot appropriated funds to appropriate state departments for expenditure in respective fiscal years.

Salary increases and cost adjustments for officers or employees whose compensation is paid from federal, special, or other funds shall be paid proportionately from those respective funds.

Funds not expended or encumbered by June 30, 2020, and June 30, 2021, shall lapse as of those dates, with the Act taking effect on January 1, 2050.
