Appropriates funds for fiscal biennium 2019-2021 to collective bargaining unit (7) for cost items negotiated in their collective bargaining agreement, with all funding sources (general, special, federal, and other funds) set at zero dollars.

Appropriates funds for fiscal biennium 2019-2021 for salary increases and cost adjustments authorized under chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (7) members, with all funding sources set at zero dollars.

Directs the director of finance to allot appropriated funds to appropriate state departments for expenditure in their respective fiscal years.

Requires that salary increases and cost adjustments for employees paid from federal, special, or other funds be paid proportionately from those respective fund sources.

Specifies that unexpended or unencumbered funds shall lapse on June 30, 2020, and June 30, 2021, and sets the effective date as January 1, 2050.
