Appropriates funds for fiscal biennium 2019-2021 to collective bargaining statewide (BUF 102) to fund all collective bargaining cost items in the agreement negotiated with the exclusive representative of collective bargaining unit (8).

Appropriates funds for fiscal biennium 2019-2021 for salary increases and other cost adjustments authorized by chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (8) members.

All appropriations are shown as -0- for both FY 2019-2020 and FY 2020-2021 across general funds, special funds, federal funds, and other funds.

Requires the director of finance to allot funds to appropriate state departments for expenditure in their respective fiscal years.

Specifies that unexpended or unencumbered funds shall lapse on June 30, 2020, and June 30, 2021; takes effect January 1, 2050.
