H.B. 973 - Public Employment Cost Items Summary

• Appropriates funds for fiscal years 2019-2020 and 2020-2021 to implement collective bargaining cost items negotiated with the exclusive representative of collective bargaining unit (9).

• Allocates appropriations across multiple state departments including the Department of Education, Hawaii Health Systems Corporation, and the Judiciary for salary increases and cost adjustments.

• Provides matching salary increases and cost adjustments authorized under Hawaii Revised Statutes chapter 89C for state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (9) members.

• Directs the Director of Finance to allot funds to appropriate state departments and the Hawaii Health Systems Corporation for expenditure in their respective fiscal years.

• Funds not expended or encumbered by June 30, 2020 and June 30, 2021 shall lapse; Act takes effect January 1, 2050.
