Appropriates funds for fiscal biennium 2019-2021 to collective bargaining statewide (BUF 102) for all cost items in the agreement with collective bargaining unit (11), with all funding amounts set at zero dollars for both fiscal years from general, special, federal, and other funds.

Appropriates funds for fiscal biennium 2019-2021 for salary increases and other cost adjustments authorized under chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining who belong to the same compensation plans as those in bargaining unit (11), with all funding amounts set at zero dollars.

Directs the director of finance to allot appropriated funds to appropriate state departments for expenditure in their respective fiscal years.

Provides that salary increases and cost adjustments for any officer or employee whose compensation is paid from federal, special, or other funds shall be paid proportionately from those respective funds.

Unexpended or unencumbered funds as of June 30, 2020, and June 30, 2021, shall lapse on those dates, with the Act taking effect on January 1, 2050.
