Appropriates funds for fiscal biennium 2019-2021 to collective bargaining statewide (BUF 102) for cost items in the agreement with collective bargaining unit (14), with all funding sources showing -0- appropriations.

Appropriates funds for fiscal biennium 2019-2021 for salary increases and other cost adjustments authorized under chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining but in the same compensation plans as unit (14) members, with all funding sources showing -0- appropriations.

Directs the director of finance to allot appropriated funds to state departments for expenditure in their respective fiscal years.

Requires salary increases and cost adjustments for employees whose compensation is paid from federal, special, or other funds to be paid proportionately from those respective funds.

Establishes that any unexpended or unencumbered funds as of June 30, 2020, and June 30, 2021, shall lapse on those dates; effective date is January 1, 2050.
