Amends Hawaii Revised Statutes Section 37-37(b) to allow the governor or director of finance to make public declarations about University of Hawaii allotment ceiling redeterminations using internet posting, newspaper publication, or other effective methods instead of requiring specific notice format.

Modifies Section 37-94 to replace the requirement for twice-weekly successive newspaper publication of state growth and expenditure ceiling notices with flexible options including website posting, newspaper publication, or other effective publicizing methods.

Amends Section 42F-107 to allow the governor or director of finance to notify grant recipients of unreleased grant status using website posting, newspaper publication, or other effective methods instead of the prescribed manner previously required.

Allows quarterly notifications to grant recipients (rather than a specific format) regarding pending or denied grant status, beginning ninety-one days after legislation awarding the grant takes effect.

Takes effect upon approval.
