Requests the Hawaii Emergency Management Agency to conduct disaster preparedness outreach and education throughout the State.

Requires outreach and education to include information about enhancing community resilience and building awareness of hazard mitigation, preparedness, response, and recovery.

Cites projections that global sea levels could rise 30 to 111 centimeters by 2100 depending on emission scenarios, potentially exposing 6,500 structures and 19,800 people statewide to chronic flooding over the next 30-70 years.

Notes that approximately 38 miles of roadways and 550 cultural sites may be chronically flooded due to sea level rise, with an estimated $19 billion economic loss to the State.

Directs transmission of certified copies to the Governor and Director of the Hawaii Emergency Management Agency.
