Requests the Department of Health to conduct a study exploring options for better oversight of community health centers, dental clinics, and other medical service entities in Hawaii.

Study must include recommendations for additional authority needed by the Department of Health to adequately oversee these medical service entities.

Study must examine how other jurisdictions provide oversight of medical service entities and recommend whether the Governor, Department of Health, or another entity should have authority to order closure or takeover of facilities posing health threats.

Study must include recommendations for additional staffing and support for the Department of Health to provide adequate oversight.

Department of Health must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2021 Regular Session convenes.
