Requests the Disability and Communication Access Board to convene a working group on accessible government documents in collaboration with the Office of Enterprise Technology Services.

Working group must research other states' laws and technologies for providing government documents in accessible formats, including documents from private entities under state contract.

Working group shall evaluate strategies to improve accessible document provision and identify oversight mechanisms, then make recommendations to the Legislature about furthering accessible government document policy.

Specifies co-chairs from the Disability and Communication Access Board and Office of Enterprise Technology Services, with representatives from 12 entities including University of Hawai'i Center on Disability Studies, Department of Attorney General, Judiciary IT Systems, and blind and deaf advocacy groups.

Requires the Disability and Communication Access Board to submit findings, recommendations, and any proposed legislation to the Legislature no later than 40 days before the 2021 Regular Session convening.
