Requests the Department of Education to submit a report on implementation of amended Chapter 19 and new Chapter 89 of Title 8, Hawaii Administrative Rules addressing student-on-student harassment and student-employee harassment.

Requires report to include information on training for students, teachers, and staff; memorandums and standard practice documents issued to DOE employees; and data on bullying and cyberbullying incidents for school years 2018-2019 and 2019-2020 broken down by protected class status, school, complex area, and county.

Mandates inclusion of data on disciplinary measures imposed for bullying and cyberbullying incidents and investigations conducted by the Civil Rights Compliance Branch, including investigation types, initial report dates, dispositions, and breakdown by location.

Establishes that the report must be submitted no later than twenty days prior to the convening of the Regular Session of 2021.

Background references a January 2018 U.S. Department of Education Office for Civil Rights compliance review that found the DOE violated obligations to address discrimination based on race, color, national origin, sex, and disability; CDC data showing 22.6 percent of Hawaii middle school students reported electronic bullying and 40 percent reported bullying on school property in prior twelve months.
