Requests Federal Highway Administration approval for a proposed low-income and workforce housing project located beneath the H-1 viaduct (Interstate Highway F.A.P. No. I-H1-1(13), Ewa of Hugh Street in Pearl City).

Urges the Federal Highway Administration to timely process and approve permit and approval applications necessary for development of the housing project on federally-administered land.

Urges the Governor to use Ohana Zones Pilot Program funds appropriated in Act 209, Session Laws of Hawaii 2018, to support development of the proposed low-income and workforce housing project.

Cites Hawaii's homelessness crisis (over 6,500 individuals homeless in 2018), high rental rates, and insufficient affordable housing stock as justification for the initiative.

Requires transmittal of certified copies to the Federal Highway Administration Western Division, Governor, Director of Transportation, and Mayor of Honolulu.
