Urges the Department of Parks and Recreation of the City and County of Honolulu to enter into a public-private partnership with a non-profit organization to develop a proposal for designing, financing, constructing, and operating a racetrack facility on Oahu.

Requests that the Department of Public Safety and Department of Business, Economic Development, and Tourism facilitate and approve the development of a motor vehicle racetrack or raceway park.

Notes that Hawaii Raceway Park operated from 1962 until its closure in 2006, and no alternative racetrack or raceway park site has been identified on Oahu since that closure.

References the Honolulu City Council's unanimous approval of Resolution No. 18-73, which identified the need for an Oahu raceway park or racetrack as urgent, longstanding, and a matter of public safety.

Requires certified copies of the resolution to be transmitted to the Director of Public Safety, Director of Business, Economic Development, and Tourism, Mayor of Honolulu, Chairperson of the Honolulu City Council, and Director of the Department of Parks and Recreation.
