Requests the Governor to invest in preventative health care and mental health wellness interventions incorporating Native Hawaiian cultural practices to reduce children's exposure to adverse childhood experiences (ACEs)

Cites 1998 CDC/Kaiser Permanente Adverse Childhood Experiences Study showing two-thirds of participants had at least one ACE, with significant correlations to adult health risks including 12.2 times higher suicide attempt rates and 20-year reduced life expectancy for those with six or more ACEs

Documents that individuals with four or more ACEs face substantially elevated risks for stroke (2.4x), heart disease (2.2x), COPD (2x), cancer (1.9x), diabetes (1.7x), substance abuse, and learning/emotional problems (46x)

Urges the Governor to consider principles of brain development, connections between mental/physical/spiritual health, toxic stress, adverse childhood experiences, buffering relationships, and early intervention when developing state policy strategies

Directs transmission of resolution to the Governor, Board of Education Chair, Superintendent of Education, Director of Health, and Director of Human Services
